Three judges recommended for promotion following integrity evaluation

The Judicial Vetting Commission has completed the evaluation of Judges Andrei Mocanu, Acting Vice President of the Anenii Noi District Court, Natalia Mămăligă, candidate for the position of judge at the Central Court of Appeal, and Igor Botezatu, President of the Comrat District Court.

The Commission approved today the evaluation reports, recommending to the Superior Council of Magistracy (SCM) the promotion of the three judges following the external integrity evaluation. The reports have been forwarded to the SCM for review and adoption of final decisions. The evaluated judges were informed of the content of the Commission’s reports. The Commission found no integrity issues in any of the three cases, concluding that all judges meet the conditions for promotion.

According to the procedure, the SCM will examine the Commission’s conclusions in a public session and decide whether to approve or reject the reports. As interpreted by the Constitutional Court, the reports are not public at this stage. The only information available to the public is the evaluation result, which is published on the Commission’s website under the “Subjects” section. The reports become public within three days after the expiry of the appeal period or following a final decision of the Supreme Court of Justice.

General statistics on the evaluation of judges

Since the start of its activity, the Judicial Vetting Commission has received 181 subjects for evaluation, under the three normative acts regulating the external evaluation process:

  • 63 subjects have resigned or withdrawn from the procedure;
  • 4 subjects previously passed the pre-vetting evaluation;
  • 102 evaluations have been completed (including 2 reevaluations);
  • 15 evaluations and 5 re-evaluations are currently in progress.
