The Judicial Vetting Commission has decided to reconstitute its Evaluation Panels A and B, assigned to evaluate certain categories of judges under Law 252/2023. This decision, adopted during a Commission meeting, aims to enhance consistency in the evaluation of facts.
The two panels, established by the Commission in July 2024, will continue to operate in their initial composition until the evaluation of all previously assigned subjects is completed, including cases referred for re-evaluation. As of the effective date of the new composition, evaluation cases will be assigned—through the same random allocation procedure—to the panels in their revised format.
Updated composition of the Evaluation Panels:
Evaluation Panel A
Andrei BIVOL (national member)
Lavly PERLING (international member)
Willem BROUWER (international member)
Chaired by the Commission’s Vice Chairperson, Andrei Bivol.
Evaluation Panel B
Scott BALES (international member)
Iurie GAȚCAN (national member)
Lilian ENCIU (national member)
Chaired by the Commission’s Chairperson, Scott Bales.
Today, the 14 judges who have held positions as court presidents and vice-presidents in the past five years and are currently undergoing the evaluation procedure were informed of the revised composition of the panels and the specific panel to which their evaluation has been assigned.
Pursuant to Law 252/2023 on the external evaluation of judges and prosecutors, the six members of the Commission are organized into two evaluation panels — Panel A and Panel B — each composed of three members in a mixed composition (national and international). The panels hold the same mandate as the Commission, and evaluation cases are allocated randomly between them.
