All reevaluations at the Central Court of Appeal finalized – pending review by the SCM

The Judicial Vetting Commission announces the completion of the reevaluation procedures concerning Judges Ruxanda Pulbere and Igor Chiroșca of the Central Court of Appeal, as well as the submission of the relevant reports to the Superior Council of Magistracy (SCM). In both cases, the Commission upholds the recommendations formulated in the initial evaluations.

Following the reevaluation, the Commission confirmed its conclusion that Judge Ruxanda Pulbere does not pass the external evaluation. The reevaluation procedure was conducted by the full composition of the Commission, with the exception of one member who recused himself.

In the case of Judge Igor Chiroșca, Evaluation Panel A of the Judicial Vetting Commission decided that he passes the external evaluation, having found that he meets the integrity criteria prescribed by law.

The reevaluation procedures addressed exclusively the issues identified by the SCM in its decisions rejecting the Commission’s initial reports and ordering reevaluation. The facts and reasoning underlying these conclusions are set out in detail in the reevaluation reports, which were transmitted today to the SCM for review and adoption of a final decision.

With the submission of these two reports, the Judicial Vetting Commission has no ongoing evaluation or reevaluation procedures concerning sitting judges of the Courts of Appeal.

Note: The reports of the Judicial Vetting Commission do not produce immediate legal effects. The SCM will examine them and adopt a decision on whether to accept or reject the recommendations issued. The results of the reevaluation procedures are public and available on the Commission’s website www.vettingmd.eu The full reports will be published after the expiry of the statutory appeal period or, as applicable, after a final decision is rendered by the Supreme Court of Justice.
