16 external evaluations completed for sitting judges and candidates for vacant judicial positions

The Judicial Vetting Commission announces the completion of the external evaluation procedure for 16 individuals — sitting judges and representatives of legal professions who are applying for vacant positions at the Courts of Appeal and the Supreme Court of Justice.

Today, the Commission submitted all 16 evaluation reports to the Superior Council of Magistracy (SCM), recommending that all subjects pass the evaluation. In each case, the Commission concluded that no integrity concerns were identified regarding the financial integrity and/or ethical conduct of the evaluated individuals.

Candidates who passed the external evaluation, as confirmed by the Judicial Vetting Commission, are:

Candidates for the position of judge at the Supreme Court of Justice:

• Dumitru Calendari

• Iurie Chirica

• Alexandru Negru

• Gheorghe Stratulat

Sitting judges at the Courts of Appeal North and South:

• Ghenadie Liulca

• Andrei Mironov

• Elena Grumeza

• Vitalie Movilă

• Grigore Colev

Candidates for vacant positions at the Courts of Appeal Centre and North:

• Eleonora Badan-Melnic

• Andrei Cașcaval

• Diana Corlăteanu

• Serghei Dimitriu

• Ivan Parii

• Elena Bolocan

• Violeta Gîrleanu

According to procedure, the SCM will review the Commission’s conclusions in a public hearing and decide whether to accept or reject the reports. Pursuant to the interpretation provided by the Constitutional Court, the reports are not public at this stage. The only available information is the evaluation outcome, which is published on the Commission’s website under the “Subjects” section. The reports become public within three days after the expiration of the appeal period or once a final decision is issued by the Supreme Court of Justice.

General statistics

Since the beginning of its activity, the Judicial Vetting Commission has received 180 subjects for evaluation under the three laws governing the external evaluation process. A total of 58 subjects have resigned or withdrawn from competitions, and 4 candidates had previously passed the pre-vetting procedure. To date, the Commission has completed 88 evaluations, with 30 more currently in progress.
