2026-10-22

Members of Panel E of the Judicial Vetting Commission today heard Judge Veaceslav Cernalev of the Chișinău Court, who serves on specialized panels handling corruption cases.

The hearing focused on several aspects related to the judge’s financial integrity.

During the public part of the hearing, Panel members sought explanations regarding the cash the judge stated he had accumulated before the beginning of the evaluation period, including the source of those funds.

The Panel also discussed discrepancies identified between available income and accumulated assets in 2014–2018 and 2020, with a view to determining whether they could indicate the existence of unjustified wealth.

The judge was also asked to provide explanations regarding a loan that he allegedly took out for the benefit of his parents, as well as several loans allegedly taken out by his wife for the benefit of her brother. Judge Cernalev also answered questions concerning alleged gifts received from his sister.

At the judge’s request, these matters were discussed in a closed session. The Panel granted the request in order to protect the privacy of the individuals concerned.

🎥 A video recording of the public part of the hearing will be published in the coming days.

Following the hearing, the Panel will adopt an evaluation report setting out its factual findings and the conclusion of the evaluation. The report is to be adopted within no more than 30 days from the date of the hearing.

We also recall that the hearing of Judge Liliana Cușcă of the Chișinău Court, scheduled for today at 10:00, was postponed.

The Commission will provide information on the new hearing date in due course.
