Outcome of the evaluation of judges Ion Pâcaleu and Olga Cojocaru

The Judicial Vetting Commission has completed the evaluation and reevaluation procedures for two magistrates: Olga Cojocaru, judge at the Central Court of Appeal, and Ion Pâcaleu, interim president of the Bălți Court.

Following the reevaluation ordered by the Superior Council of Magistracy (SCM) regarding judge Olga Cojocaru, the Commission concluded that she did not pass the re-evaluation. The report, which contains detailed findings regarding the failure to meet financial integrity criteria, has been sent to the SCM for review and adoption of a final decision. The reevaluation focused exclusively on the issues identified by the SCM in the decision that rejected the initial report with the recommendation of non-promotion and returned it for reconsideration.

Regarding judge Ion Pâcaleu, the Commission found that no integrity issues were identified over the last 12 years, the period covered by the evaluation. Consequently, the magistrate passed the evaluation, and the corresponding report has been forwarded to the SCM for a final decision.

The Commission’s reports do not have immediate effect. The SCM will decide whether to confirm or reject the conclusions of the Commission. Evaluation results are available on the Commission’s official website, and full reports will be published after the expiration of the legal appeal period or, in case of an appeal, after the Supreme Court of Justice issues a final decision.

General statistics on judicial vetting

Since its establishment, the Judicial Vetting Commission has received 181 subjects for examination, under the three normative acts regulating external evaluation:

  • 63 subjects resigned or withdrew from the procedure;
  • 4 previously passed the pre-vetting;
  • 99 evaluations have been completed, including 2 reevaluations;
  • 18 evaluations and 5 reevaluations are ongoing.
