Completion of the vetting procedure at the Northern and Southern Courts of Appeal

The Superior Council of Magistracy (SCM) today approved the reports of the Judicial Vetting Commission concerning the judges of the Southern Court of Appeal, Dmitri Fujenco and Serghei Pilipenco. The SCM’s review of these two reports marks the completion of the external integrity evaluation of all judges in office at the time the vetting process was initiated at the two regional Courts of Appeal.

A total of 23 judges from the Northern and Southern Courts of Appeal were subject to an external integrity evaluation. At the Northern Court of Appeal (formerly the Bălți Court of Appeal, following the reorganization of appellate courts), 12 of the 15 judges resigned after being notified by the Commission of the initiation of integrity checks. At the Southern Court of Appeal (formerly the Cahul and Comrat Courts of Appeal, which were merged into a single court), 3 of the 8 judges resigned. Consequently, 8 judges completed the full external evaluation process.

During the evaluation process, the Commission’s reports recommended:

  • Promotion for 5 judges;
  • Non-promotion for 3 judges.

The SCM reviewed the evaluation results, approved all Commission reports, and confirmed their findings. These decisions can be appealed to the Supreme Court of Justice.

Once the SCM decisions become final, judges who did not pass the evaluation will be dismissed if still in office and will be prohibited from holding any public position for a period of 5 to 7 years.
