Repeated public hearings for two judges from the Courts of Appeal

2025-09-17

Today, the Judicial Vetting Commission held repeated public hearings for two judges from the Courts of Appeal, who are undergoing the external integrity evaluation process. These are Judge Olga Cojocaru from the Central Court of Appeal and Judge Dmitrii Fujenco from the Southern Court of Appeal.

Judge Olga Cojocaru was heard again after the Superior Council of Magistracy (SCM) decided to re-evaluate her case, having rejected the Commission’s report that recommended she pass the evaluation. The hearing, held before the full Commission, focused exclusively on the issues the SCM identified as problematic in its decision. Discussions with the Commission members addressed matters of financial integrity, namely possible discrepancies between income and expenditures for the years 2015, 2021, and 2022. Ethical integrity issues were also raised, related to two cases adjudicated by the judge.

Judge Dmitrii Fujenco was invited again to a hearing before the full Commission after the evaluation panel failed to reach consensus on his case. The hearing focused on possible financial discrepancies for the years 2012–2013, 2015, and 2017, including donations received from family members, the actual use of a car, and expenses related to home repairs. Clarifications were also requested regarding the circumstances under which the judge benefited from the use of an apartment.

To ensure transparency, video recordings of the hearings will be published within three days, in Romanian and English, on www.vettingmd.eu and on the Commission’s YouTube channel. In the coming period, the Commission will prepare a detailed report for each case, including the relevant facts, reasoning, and conclusions on the compliance of the two judges with the ethical and financial integrity standards established by Law No. 25/2023. The reports will be submitted to the Superior Council of Magistracy for examination and decision.
