Two judges to be heard on Wednesday, 6 August by the Judicial Vetting Commission

The Judicial Vetting Commission announces the organization of two new public hearings. On Wednesday, 6 August 2025, two judges will be heard as part of the extraordinary external evaluation process, as follows:

  • 14:00 – Vitalie Budeci, candidate for the position of judge at the Court of Appeal Centre
  • 16:00 – Serghei Pilipenco, judge at the Court of Appeal South

The two magistrates have been invited to public hearings to clarify certain issues related to financial and/or ethical integrity identified by the Commission during the evaluation process. These hearings provide the judges with an opportunity to offer additional explanations beyond those provided during the rounds of written questions and answers. The judges were informed in advance of the doubts to be addressed during the hearing and were granted access to their full evaluation files, which include documents collected from relevant public and private institutions.

The hearings will take place in a hybrid format, via the Zoom platform. The Chairman of the evaluation panel, Scott Bales, will participate online, while the other two panel members, Willem Brouwer and Iurie Gațcan, will be physically present in the hearing room.

The hearings will be held at the Commission’s headquarters: 75 A. Mateevici Street, Chișinău. Persons wishing to attend are kindly asked to confirm their presence in advance by email at press@vettingmd.eu.

Please note that members of the public will not be permitted to film, photograph, or livestream the proceedings. The hearings will be recorded in both audio and video format by the Commission Secretariat. The recordings will be made available in Romanian and English on the Commission’s website, www.vettingmd.eu, and on the YouTube channel Comisia de Evaluare a Judecătorilor - YouTube.
