Public hearing of the candidate for the position of SCJ judge, Gheorghe Stratulat

2025-06-12

Judge Gheorghe Stratulat, temporarily seconded to the Supreme Court of Justice, was interviewed by the Judicial Vetting Commission as a candidate for the position of judge at the Supreme Court of Justice. The hearing formed part of the Commission’s integrity assessment process—focused on financial and ethical scrutiny—conducted pursuant to the provisions of Law No. 65/2023, its subsidiary regulations, and other relevant normative acts.

The public hearing is the stage in which the Commission invites the candidate to address any integrity-related concerns identified during the vetting process. In Mr. Stratulat's case, the Commission found no such concerns. During the hearing, the candidate confirmed the accuracy and validity of the information previously submitted to the Commission.

Following the hearing, the Commission prepares a detailed report outlining the relevant facts, the reasoning behind its conclusions, and its proposal regarding whether the candidate passes the evaluation. This report is then sent to both the candidate and the Superior Council of Magistracy (SCM), which will examine the findings and issue a reasoned decision.

📜The evaluation of the Supreme Court of Justice judges and of candidates for the position of judge of the Supreme Court of Justice is carried out based on the following principles:

a) independence of the Evaluation Commission;

b) fairness of the evaluation procedure;

c) publicity of the acts issued in the evaluation process;

d) exceptional nature of the evaluation.
