Hearing of Judge Corneliu Guzun, former Vice-President of the Chișinău Court, Rîșcani Office

Judge Corneliu Guzun, former Vice-President of the Chișinău Court, Rîșcani Office, was heard by Panel D of the Judicial Vetting Commission as part of the external evaluation procedure, due to the leadership positions he held over the past five years, in accordance with Law No. 252/2023.

During the public part of the hearing, the members of the Panel examined issues related to the judge’s financial integrity, including potential unexplained assets over the 12-year evaluation period (2013, 2014, 2015, 2019, 2023, and 2024). They reviewed donations from family members, vacation expenses, and other relevant transactions. At the judge’s request, third parties were also heard in a closed session to provide input.

Regarding ethical integrity, the public session focused on any potential conflicts of interest involving the judge.

Following the hearing, the Panel will approve a report containing the relevant facts, the reasoning, and a recommendation regarding the promotion or non-promotion of the evaluation of the subject. The evaluation outcome will be published, and the report will be submitted to the Superior Council of Magistracy.

a) independence of the Evaluation Commission;

b) fairness of the evaluation procedure;

c) publicity of the acts issued in the evaluation process;

d) exceptional nature of the evaluation.
