Judge Vitalie Budeci of the Chișinău Court, a candidate to the Central Court of Appeal, was heard by the Judicial Vetting Commission as part of the re-evaluation procedure ordered by the Superior Council of Magistracy (SCM).
The re-evaluation focused exclusively on the issues identified by the SCM in its decision rejecting the initial evaluation report.
During the hearing, members of Panel B raised questions concerning:
▪️ potential discrepancies between income and assets for the periods 2013–2015 and 2017–2019;
▪️ possible undeclared travel expenses;
▪️ household consumption expenditures and cash savings;
▪️ an ethical integrity issue related to the judge’s involvement in a case in which the European Court of Human Rights found a violation.
The evaluated judge provided additional explanations and submitted further information regarding donations previously examined by the Commission. Two members of his family were also heard during a closed session.
Following the hearing, the panel will approve a report outlining the relevant facts, the rationale, and the recommendation on whether the subject has passed the reevaluation. The outcome of the reevaluation will be made public, and the report will be submitted to the Superior Council of Magistracy.

a) independence of the Evaluation Commission;
b) fairness of the evaluation procedure;
c) publicity of the acts issued in the evaluation process;
d) exceptional nature of the evaluation.
