Judge Mihail Bușuleac, former acting president and vice-president of the Cahul Court, was heard by Panel C of the Judicial Vetting Commission as part of the external evaluation process.
The hearing focused on cash savings, discrepancies between income and expenditures during the periods 2013, 2016–2017, and 2023–2024, as well as the sources used to cover certain expenses in 2025, including vacation costs. Additionally, donations and other financial inflows deemed insufficiently justified were examined, along with two situations flagged as potential conflicts of interest, relevant to assessing the judge’s ethical integrity.
Following the hearing, the Panel will approve a report containing the relevant facts, the reasoning, and a recommendation regarding the promotion or non-promotion of the evaluation of the subject. The evaluation outcome will be published, and the report will be submitted to the Superior Council of Magistracy.

a) independence of the Evaluation Commission;
b) fairness of the evaluation procedure;
c) publicity of the acts issued in the evaluation process;
d) exceptional nature of the evaluation.
