Public hearing of Ion Covalciuc, candidate for the position of SCJ judge

Prosecutor Ion Covalciuc is a candidate for the position of judge at the Supreme Court of Justice (SCJ) and is being evaluated by the Judicial Vetting Commission in accordance with Law no. 65/2023. The Commission invited her to a hearing as part of the evaluation process.

The hearing took place before the full Commission, in accordance with the legal procedures applicable to SCJ candidates. During the hearing, Commission members addressed questions concerning preliminary findings related to the candidate’s financial integrity. The hearing examined the household’s savings, including financial assets held both in bank accounts and in cash, as well as matters related to Consumption Expenditures for Population (CEP), a statistical indicator used by the Commission in its financial assessments.

The candidate also provided explanations regarding potential financial discrepancies identified for the period 2014–2016 and responded to questions concerning the possible failure to declare a loan to the National Integrity Authority, as required by law. At the candidate’s request, part of the hearing was held in closed session, which is not public.

Following the hearing, the Commission will approve an evaluation report, which will be forwarded to the Superior Council of Magistracy.

a) independence of the Evaluation Commission;

b) fairness of the evaluation procedure;

c) publicity of the acts issued in the evaluation process;

d) exceptional nature of the evaluation.
