Served as a prosecutor for 24 years and held the position of Attorney General of Estonia from 2014 to 2020. Currently, she is a member of the Ethics Council in Ukraine.
Since November 2021 Lavly Perling is a member of the Ethics Council in Ukraine. From September 2020 to May 2022, she was a Head Expert of ECEAP (Estonian Center of Eastern Partnership) in the project ”Support for Rule of Law in Ukraine in the Areas of Police, Public Prosecution, Anti-corruption and Good Governance”.
October 2014 to February 202 she was prosecutor General of the Republic of Estonia. In Prosecutor Office she worked from 1996 in different positions, in different areas. She has been Chief State Prosecutor in international crimes, high level corruption, and treason cases. From March 2004 to August 2007, she was Chief Prosecutor, Viru and Northen District prosecutors’ offices and was one of the chief prosecutors who carried our reforms of prosecution in Estonia.
As Senior Prosecutor and District prosecutor in Tallinn Prosecutor’s Office she led preliminary investigations of serios crimes and represented the prosecution in courts. She has been a member of several joint investigation groups.
From 1997 she has LLM from University of Tartu, Faculty of Law. She studied at the University of Tallinn Faculty of Social Sciences, Department of Psychology, and studies in Organizational Behavior.
