Iulian Rusu is a legal expert and public policy specialist from the Republic of Moldova, with extensive experience in the fields of justice reform, anti-corruption, and legislative alignment with European standards. He has held key leadership roles within public administration, including serving as State Secretary at the Ministry of Justice and as Director of the National Anticorruption Center. In these positions, he coordinated complex anti-corruption initiatives, managed a team of over 300 employees, and oversaw the activities of the Criminal Asset Recovery Agency.

Throughout his career, Iulian Rusu has played a significant role in shaping the legal and institutional frameworks for systemic reforms. His contributions include initiatives in the vetting of judges and prosecutors, the digitalization of justice, and the transposition of EU directives concerning criminal liability, anti-money laundering, and corruption in the private sector. He has also drafted and coordinated legislation on regional development, strategic planning, public consultations, and the functioning of public administration.

Iulian Rusu has been actively engaged in Moldova’s EU accession process, contributing to the preparation of key chapters for bilateral assessments with the European Commission—particularly in the areas of competition, anti-corruption, and justice. He has evaluated the compatibility of national legislation with various EU framework decisions and directives, and has supported the analysis of their transposition and implementation.

In parallel with his institutional work, Iulian has provided expert support to numerous international projects in Moldova, collaborating with organizations such as the European Union, GIZ, USAID, KfW, and other development partners. He is the author and co-author of several influential studies on the rule of law, justice reform, and anti-corruption policies, and is widely recognized for his analytical and strategic contributions to assessing the impact of the EU Association and Free Trade Agreements.

An active promoter of professional development, Iulian Rusu has organized and delivered training sessions for judges on EU law, the protection of fundamental rights, and the functioning of democratic institutions. He is a vocal advocate for good governance, international cooperation, and the engagement of civil society in policymaking processes.
